Karma Tshering currently serves as the Secretary of Ministry of Energy and Natural Resources. Prior to his current appointment, he last served as one of the Eminent Members of the National Council, Parliament of Bhutan, from December 7, 2015 until March 10, 2020.

Karma Tshering has worked with the Royal Government of Bhutan for more than 25 years. He worked in various capacities as an Engineer, Planner, Policy Maker, Electricity Regulator, an Administrator and as a Member of Parliament. He has a Master in Electric Power Engineering from the University of New South Wales, Australia and Bachelor in Electrical Engineering from the University of Rajasthan in India. He also has a Certificate in Management Course from Asian Institute of Management in Philippines. Among many professional courses, he participated in the training courses on Utility Regulation and Strategy at University of Florida in USA and Management of Hydropower Development in Sweden and South Africa.

Dasho Chhewang Rinzin

Dasho Chhewang Rinzin is currently the Managing Director, Druk Green Power Corporation Limited, the public sector generation utility of Bhutan, since the incorporation of the Company in 2008. Before that, he headed Bhutan Power Corporation Limited, the public sector transmission and distribution utility of Bhutan as its Managing Director.

For exemplary services to the country, His Majesty The King of Bhutan awarded Chhewang Rinzin the Red Scarf with the title of Dasho in 2009 and also the Order of Druk Khorlo medal in 2014. Amongst many portfolios held, he was the Chairperson of Bhutan’s Second Pay Commission (November 2013 – March 2014). He also served as an advisor of the First Interim Government (April – July 2013), Second Interim Government (August – October 2018) and Third Interim Government (November 2023 – January 2024).

He has a Bachelor in Electrical Engineering and a Master in Electrical Engineering from the University of Wisconsin, USA.

Tshering Gyaltshen Penjor

Tshering Gyaltshen Penjor is currently the Cluster Secretary (Social), National Land Commission. Before that, he served as the Ambassador of Bhutan to Brussels. He has served in the Ministry of Foreign Affairs over 30 years.

He has a Bachelor of Economics from India and a Master of Arts in International Affairs (Economic Policy Management) from Colombia University, New York, USA.

Josef M. Ullmer is currently the Regional Executive Asia and Oceania and President Director Indonesia, ANDRITZ HYDRO GmbH, Austria, as well as a Member of the Supervisory Board of Bhutan Automation & Engineering Limited. Before that, he was a Member of the Supervisory Board of ANDRITZ O&M Limited, India. He has over four decades of experience in marketing and sales, project implementation, portfolio energy and environment, plant engineering and services and metallurgy, and corporate governance.

He has an Electrical Energy Technology from Höhere Technische Lehranstalt (Technical Colleague), Hollabrunn, Austria, and an Honorary Doctorate Degree (Ph.D) from Chitkara University, Chandigarh, India.

Ujjwal Deep Dahal

Ujjwal Deep Dahal is currently the Chief Executive Officer of Druk Holding and Investments Limited (DHI). Before that, he headed DHI’s InnoTech Department. He has over 20 years of experience in project management, energy strategy, science and technology innovation, and R&D.

He has a Bachelor of Engineering in Electrical and Electronics Engineering from P.S.G College of Technology, Bharathiar University, India, and a Master of Science in Electrical Engineering from the University of New Brunswick, Canada. He is a recipient of the Fulbright Hubert H. Humphrey Research Fellowship in Technology and Policy Management at MIT, USA. He also has QUANTIC Executive MBA (EMBA) from the Quantic School of Business and Project Management Professional from the Project Management Institute, USA.

Dawa Chhoedron

Dawa Chhoedron is currently the Chief Engineer, Power Systems and Market Division, Ministry of Energy and Natural Resources. Before that, she headed the Power System Division under the same ministry (formerly known as the Ministry of Economic Affairs). She has two decades of experience in urban development and engineering, renewable energy efficiency, power systems and energy market.

She has a Bachelor of Technology (Electrical Engineering) from Malaviya National Institute of Technology, Jaipur, Rajasthan, India, and a Master of Engineering (Electrical Engineering) from RMIT University, Melbourne, Victoria, Australia.

Basant Raj Chhetri

Basant Raj Chhetri is currently the Chief Executive of Bhutan Professional Services, the project management consultant for the construction of Thimphu Resort, which is being developed by SD Hotels and Hospitality Private Limited. Before that, he worked as a consultant for the Gyalsung Infra project.

With over 30 years of experience, Basant Raj Chhetri specialises in strategic planning, resource allocation and optimisation, process improvements, relationship management, staff development, coaching and mentoring, and team-building activities. He has a Bachelor of Civil Engineering from Motilal Nehru National Institute of Technology, Allahabad University, and a Master of Science in Concrete Technology, Construction and Management from the University of Dundee, UK.

Tshering Lhamo
Company Secretary, Druk Green Power Corporation Limited

Tshering Lhamo has over a decade of experience in corporate governance, legal and regulatory compliance as the Company Secretary. She also serves as the Head of the legal division, and has over a decade experience in corporate, business and contract law, particularly in the energy and its ancillary service industry.

She has a Bachelor of Law (Honours) from Guru Govind Singh Indraprastha University, Delhi, India, a Post Graduate Degree in National Law from the Royal Institute of Management, Thimphu, Bhutan, and a Master of Legal Studies from the University of Canberra, ACT, Australia.
